ความพร้อมในการพัฒนาสถานศึกษาสู่ประชาคมอาเซียน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 9

บทคัดย่อ
การวิจัยครั้งนี้ มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับความพร้อมในการพัฒนาสถานศึกษาสู่ประชาคมอาเซียน 2) เปรียบเทียบความพร้อมในการพัฒนาสถานศึกษาสู่ประชาคมอาเซียน จำแนกตามสถานภาพส่วนบุคคล ขนาดของสถานศึกษา ทำเลที่ตั้งของสถานศึกษา และลักษณะพิเศษของสถานศึกษา และ 3) เสนอแนะแนวทางในการพัฒนาสถานศึกษาสู่ประชาคมอาเซียน กลุ่มตัวอย่างที่ใช้ในการวิจัย คือ ผู้บริหารสถานศึกษาและครูผู้สอน สังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 9 จำนวน 347 คน ได้มาโดยการสุ่มแบบแบ่งชั้นตามสัดส่วน และกลุ่มผู้ที่ตอบแบบสัมภาษณ์ได้มาโดยการเลือกแบบเจาะจง จำนวน 14 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามและแบบสัมภาษณ์ที่ผู้วิจัยสร้างขึ้น สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน การทดสอบที และการวิเคราะห์ความแปรปรวนแบบทางเดียว สำหรับข้อมูลที่ได้จากการสัมภาษณ์ใช้การวิเคราะห์เนื้อหา
ผลการวิจัยพบว่า
1. ระดับความพร้อมในการพัฒนาสถานศึกษาสู่ประชาคมอาเซียน โดยภาพรวมอยู่ในระดับมาก
2. ความพร้อมในการพัฒนาสถานศึกษาเพื่อเข้าสู่ประชาคมอาเซียน เมื่อจำแนกตามขนาดของสถานศึกษา ทำเลที่ตั้ง สถานศึกษาที่มีนักเรียนต่างชาติเข้ามาเรียน การมีครูต่างชาติเข้ามาสอน มีความแตกต่างกันอย่างมีนัยสำคัญที่ระดับ .05 ส่วนสถานภาพส่วนบุคคลไม่แตกต่างกัน
3. สถานศึกษาควรจัดทำโครงการสถานศึกษาคู่พัฒนาเพื่อส่งเสริมให้มีการแลกเปลี่ยนเรียนรู้ระหว่างครูและนักเรียนในประเทศกลุ่มประชาคมอาเซียน

ABSTRACT
This research aimed to study: 1) level of readiness for capacity development in educational institutions for the forthcoming ASEAN Community; 2) compare the readiness in educational institutions development toward ASEAN Community, as classified by the personal status of the respondents, the size of educational institutions, educational institution’s location and the specific characteristics of educational institutions; and 3) explore guidelines for managing the development of educational institutions toward the ASEAN Community. The sample groups in this research consisted of 347 administrators and teachers of educational institutions under the jurisdiction of Secondary Educational Service Area Office 9, derived by proportional stratified random sampling and 14 interviewees selected by purposive sampling. The research instruments were a questionnaire and an interview form constructed by the researcher. The statistics employed for data analysis were percentage, mean, standard deviation, t-test and one-way analysis of variance. The interview data were analyzed by content analysis.
The findings of this research were as follows:
1. The readiness for development in educational institutions toward ASEAN Community was at a high level in overall and specific aspect.
2. Readiness of development for educational institution towards ASEAN Community as classified by educational institution size, location, oversea students’ admission, working of oversea teachers in institutions, was different with statistical significance at .05. However, there was no statistical difference in personal status.
3. That the educational institutions should establish twinning programs to promote learning and teaching exchange among the ASEAN Community members.
