การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ระดับการบริหารเชิงกลยุทธ์ศูนย์พัฒนาเด็กเล็ก 2) ระดับการดำเนินงานศูนย์พัฒนาเด็กเล็ก และ 3) การบริหารเชิงกลยุทธ์ซึ่งเป็นปัจจัยที่ส่งผลต่อการดำเนินงานศูนย์พัฒนาเด็กเล็ก กลุ่มตัวอย่าง ได้แก่ ศูนย์พัฒนาเด็กเล็กขององค์กรปกครอง ส่วนท้องถิ่นภาคกลางตอนล่าง 2 จำนวน 136 แห่ง ได้มาโดยการสุ่มแบบแบ่งชั้นตามสัดส่วน ผู้ให้ข้อมูล ประกอบด้วย 1) ผู้บริหาร/ผู้อำนวยการกองการศึกษา/หัวหน้าส่วนการศึกษา/นักวิชาการ ศึกษา 2) ครูผู้ดูแลเด็ก/ผู้ช่วยครูผู้ดูแลเด็กและ 3) ผู้ปกครองเด็กที่เป็นคณะกรรมการศูนย์ จำนวน 408 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามสร้างขึ้นโดยผู้วิจัย สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ความถี่ ร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์ การถดถอยพหุคูณแบบขั้นตอน
ผลการวิจัยพบว่า
1. การบริหารเชิงกลยุทธ์ของศูนย์พัฒนาเด็กเล็ก อยู่ในระดับมากทั้งภาพรวมและ รายด้าน ได้แก่ ด้านการกำหนดทิศทางขององค์กร ด้านการวิเคราะห์สภาพแวดล้อม ด้านการกำหนดกลยุทธ์ ด้านการนำกลยุทธ์ไปปฏิบัติ และด้านการควบคุมและการประเมินผล
2. การดำเนินงานของศูนย์พัฒนาเด็กเล็กภาพรวมอยู่ในระดับมาก เมื่อพิจารณาเป็นรายด้านพบว่าอยู่ในระดับมากที่สุด 3 ด้าน ได้แก่ ด้านวิชาการและกิจกรรมตามหลักสูตร ด้านการบริหารจัดการ และ ด้านบุคลากร และพบว่าอยู่ในระดับมาก 3 ด้าน ได้แก่ ด้านอาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย ด้านการส่งเสริมเครือข่ายการพัฒนาเด็กปฐมวัย และด้านการมีส่วนร่วมและการสนับสนุนจากทุกภาคส่วน
3. การบริหารเชิงกลยุทธ์ ด้านการวิเคราะห์สภาพแวดล้อม ส่งผลต่อการดำเนินงานศูนย์พัฒนาเด็กเล็ก โดยสามารถทำนายได้ร้อยละ 39.70 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01
ABSTRACT
This research aimed to study: 1) the level of strategic management of child development centers; 2) the level of the operation of child development centers; and 3) strategic management affecting the operation of child development centers. The research sample, derived by proportional stratified random sampling, was 136 child development centers under the jurisdiction of local administrative organizations of lower center region 2. The 408 respondents consisted of 1) administrators/directors/chiefs/ officers of education division, 2) teachers/teacher assistants, and 3) guardians who were school committee. The research instrument was a questionnaire constructed by the researcher. The statistics used for data analysis were frequency, percentage, mean, standard deviation, and stepwise multiple regression analysis.
The findings of this research were as follows:
1. The strategic management was at a high level both overall and specific aspects: organizational direction setting, environmental analysis, strategy formulation, strategy implementation, and strategy evaluation and control.
2. Overall the operation of child development centers was at a high level. When classifying each aspect, 3 aspects were at the highest level: academic and curricular activities, management and personnel. There were 3 aspects at the high level: buildings, environment and security, network promotion on early childhood development, and participation and contribution from all sectors.
3. The environmental analysis was strategic management that predicted the operation of child development centers at the percentage of 39.70% with statistical significance at. 01.
