การพัฒนาศักยภาพประชาคมในการวางแผนพัฒนาเทศบาลตำบลทุ่งหลวง อำเภอเวียงสระ จังหวัดสุราษฎร์ธานี

บทคัดย่อ
การวิจัยนี้มีวัตถุประสงค์เพื่อศึกษาสภาพปัญหาและความต้องการพัฒนาศักยภาพและเพื่อพัฒนาแผนประชุมปฏิบัติการพัฒนาศักยภาพของประชาคมในการวางแผนพัฒนาเทศบาลตำบลทุ่งหลวง อำเภอเวียงสระ จังหวัดสุราษฎร์ธานี ใช้แบบสอบถามที่มีค่าความเชื่อมั่น 0.91 เก็บรวบรวมข้อมูลจากกลุ่มตัวอย่าง จำนวน 117 คน วิเคราะห์ข้อมูลโดยใช้สถิติพื้นฐาน ได้แก่ ค่าร้อยละ ค่าเฉลี่ย และค่าส่วนเบี่ยงเบนมาตรฐาน
ผลการวิจัยพบว่า สภาพปัญหาของประชาคมในการวางแผนพัฒนาเทศบาลตำบลทุ่งหลวง ในระดับมาก ทั้งด้านสภาพการดำเนินงาน ด้านการบริหารประชาคม ด้านการเตรียมพหุพาคี และด้านการวางแผนพัฒนาเทศบาล และมีความต้องการพัฒนาศักยภาพของประชาคมในระดับมาก เรื่องบทบาทหน้าที่ของประชาคม การวางแผนพัฒนาตำบล กระบวนการมีส่วนร่วมของประชาคมในการร่วมคิด ร่วมตัดสินใจ การวางแผน การปฏิบัติการ การประเมินผล และการบริหารจัดการแผนโครงการพัฒนาเทศบาลตำบล นำข้อมูลที่ได้มากำหนดเป็นโครงร่างแผนประชุมปฏิบัติการพัฒนาศักยภาพของประชาคมในการวางแผนพัฒนาเทศบาลตำบลทุ่งหลวง ประกอบด้วย 1) ปัญหาและความจำเป็น 2) วัตถุประสงค์ และ 3) เนื้อหามี 4 เรื่อง คือ บทบาทหน้าที่ของคณะกรรมการประชาคม กระบวนการและเทคนิคการดำเนินงานของประชาคม การวางแผนพัฒนาเทศบาลตำบลของประชาคม การบริหารและการประเมินแผนพัฒนาเทศบาลตำบล เนื้อหาแต่ละเรื่องประกอบด้วย จุดมุ่งหมาย เนื้อหา เทคนิคการประชุม สื่อ/อุปกรณ์ เวลา และการประเมินผล และผู้รอบรู้เฉพาะทาง จำนวน 10 คน ตรวจสอบประเมินความเหมาะสมและความสอดคล้องพบว่า มีความเหมาะสมและสอดคล้องในระดับมาก นำผลการประเมิน และข้อเสนอแนะของผู้รอบรู้เฉพาะทางมาปรับปรุงได้แผนประชุมปฏิบัติการที่สมบูรณ์พร้อมนำไปใช้ทดลองและใช้จริงได้ต่อไป

ABSTRACT
The purposes of this research were to examine problems and needs for potential development and to develop workshop plan for community potential development of Thung Luang Sub-district Municipality, Viang Sa District, Surat Thani Province. The questionnaire with a reliability of 0.91 was used to collect data from 117 respondents. Data were analyzed with percentage, mean, and standard deviation.
The results showed that the community problems of development planning of Thung Luang Sub-district Municipality was at a high level, in the aspects of performance, community management, multilateral preparing, and sub-district municipality development planning. The need for community potential development was at a high level, in the aspect of community’s duties, sub-district development planning, participation process in thinking and decision making, planning, practice, evaluation, and plan management of sub-district municipality development projects. The acquired data were used as outline for workshop plan for community potential development. It consisted of 1) problems and needs, 2) objectives, and 3) content. There were 4 topics: roles and duties of community committees, process and technique of community operation, sub-district municipality development planning of community, and evaluation of sub-district development plan. Each topic comprised goals, content, meeting techniques, media and equipment, time, and evaluation. Ten experts were asked to assess the suitability and consistency of the development plan. It was found that the plan was suitable and consistent at a high level. The evaluation results and recommendations were applied to revise the workshop planning to be ready for further trial and implementation.
