การใช้ประโยชน์พื้นที่แหล่งทรายบกร้าง: กรณีศึกษาจังหวัดนครปฐม

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) สำรวจสภาพการใช้ประโยชน์พื้นที่แหล่งทรายบกร้าง ในจังหวัดนครปฐม 2) ศึกษารูปแบบการใช้ประโยชน์พื้นที่แหล่งทรายบกร้าง และ 3) นำเสนอรูปแบบที่เหมาะสมเพื่อการใช้ประโยชน์พื้นที่แหล่งทรายบกร้าง ในจังหวัดนครปฐม กลุ่มตัวอย่าง คือ ประชาชนที่อยู่ในอำเภอกำแพงแสน อำเภอเมืองนครปฐม อำเภอดอนตูม และอำเภอบางเลน จำนวน 384 ครัวเรือน กลุ่มเอกชนผู้ประกอบธุรกิจทราย 16 คน เจ้าหน้าที่ของรัฐ 16 คน ผู้เชี่ยวชาญและนักวิชาการเฉพาะด้าน 5 คน เครื่องมือที่ใช้เป็นแบบสำรวจ แบบสอบถาม ประเด็นการสัมภาษณ์ ประเด็นการสนทนากลุ่ม การประเมินความเหมาะสมของรูปแบบการใช้ประโยชน์พื้นที่แหล่งทรายบกร้าง โดยผู้เชี่ยวชาญและนักวิชาเฉพาะด้าน การวิเคราะห์ข้อมูลใช้ค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการวิเคราะห์เนื้อหา
ผลการวจิยพบว่า
1. พื้นที่แหล่งทรายบกร้างในจังหวัดนครปฐมถูกนำมาใช้ประโยชน์เป็นร้านอาหาร บ่อเลี้ยงปลา บ่อตกปลา และรีสอร์ต
2. รูปแบบการใช้ประโยชน์พื้นที่แหล่งทรายบกร้าง จากความคิดเห็นของประชาชน เอกชน ผู้ประกอบธุรกิจทราย และเจ้าหน้าที่ของรัฐ คือ เป็นแหล่งกักเก็บน้ำในชุมชน รีสอร์ต ร้านอาหาร บ่อเลี้ยงปลา บ่อตกปลา สวนสาธารณะ แหล่งกิจกรรมนันทนาการทางน้ำ ตลาดกลางน้ำ ที่ฝังกลบขยะ ป่าชุมชนสำหรับปลูกไม้เศรษฐกิจ ที่ผลิตสินค้า และร้านค้าในโครงการหนึ่งตำบลหนึ่งผลิตภัณฑ์ สวนน้ำ และเป็นที่รวบรวมพันธุ์ไม้น้ำ
3. รูปแบบการใช้ประโยชน์ที่เหมาะสมสำหรับพื้นที่แหล่งทรายบกร้างในจังหวัดนครปฐม ที่มีความเป็นไปได้ และมีความเหมาะสม ได้แก่ ใช้เป็นแหล่งน้ำใช้ในชุมชน รีสอร์ต และร้านอาหาร

ABSTRACT
The objectives of the research were to 1) survey the unused sandfield’s present utilization condition in Nakhan Pathom area; 2) study utilization models of the unused sandfield; and 3) present the suitable utilization models of the unused sandfield in Nakhon Pathom area. The samples were 384 households in Kamphaeng Saen District, Mueang Nakhon Pathom District, Don Tum District and Bang Len District; 16 people from private sand business groups, 16 government officials, 5 specific specialists and academic persons. The research instruments were a survey form, a questionnaire, issues for an interview, issues for focus groups, and evaluation by the specific specialists and academic persons. The collected data were analyzed by percentage, mean, standard deviation, and content analysis.
The results of the research were as follows:
1. The unused sandfield areas in Nakhon Pathom were used as restaurants, fish farms, fishing ponds, and resorts.
2. The utilization models of the unused sandfield according to all subject groups were community reservoirs, resorts, restaurants, fish farms, fishing ponds, parks, recreation sites, floating markets, wasted disposal site, community forest for economic plants growing, factories and One Tambon One Product (OTOP) shops and water-plant collection sites.
3. The suitable utilization models for Nakhon Pathom’s unused sandfield that were possible and appropriate were community reservoirs, resorts and restaurants.
