การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับสมรรถนะของผู้บริหารสถานศึกษา 2) ศึกษาระดับประสิทธิผลของโรงเรียน และ 3) วิเคราะห์สมรรถนะของผู้บริหารสถานศึกษาซึ่งเป็นปัจจัยที่ส่งผลต่อประสิทธิผลของโรงเรียน กลุ่มตัวอย่าง ได้แก่ ข้าราชการครูของสถานศึกษาสังกัดสำนักงานเขตพื้นที่การศึกษามัธยมศึกษา เขต 10 จำนวน 341 คน ได้มาโดยใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นตามสัดส่วน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามที่สร้างขึ้นโดยผู้วิจัยมีค่าความตรงด้านเนื้อหาระหว่าง 0.67 ถึง 1.00 มีค่าความเที่ยงของแบบสอบถามด้านสมรรถนะของผู้บริหารสถานศึกษา เท่ากับ 0.97 และด้านประสิทธิผลของโรงเรียน เท่ากับ 0.95 วิเคราะห์ข้อมูลโดยหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการถดถอยพหุคูณแบบขั้นตอน
ผลการวิจัยพบว่า
1. สมรรถนะของผู้บริหารสถานศึกษาอยู่ในระดับมากทั้งภาพรวมและรายด้าน ประกอบด้วย การมุ่งผลสัมฤทธิ์ การบริการที่ดี การพัฒนาตนเอง การทำงานเป็นทีม การวิเคราะห์และสังเคราะห์ การสื่อสารและการจูงใจ การพัฒนาศักยภาพบุคลากร และการมีวิสัยทัศน์
2. ประสิทธิผลของโรงเรียนอยู่ในระดับมากทั้งภาพรวมและรายด้าน ประกอบด้วย นักเรียนมีผลสัมฤทธิ์ทางการเรียนสูง การจัดสรรทรัพยากรอย่างมีประสิทธิภาพ การสร้างความพึงพอใจในการทำงานของครู และความสามารถในการปรับตัวต่อสภาพแวดล้อม
3. สมรรถนะของผู้บริหารสถานศึกษา ประกอบด้วย การสื่อสารและการจูงใจ (X6) การวิเคราะห์และสังเคราะห์ (X5) การพัฒนาศักยภาพบุคลากร (X7) การพัฒนาตนเอง (X3) และการมีวิสัยทัศน์ (X8) เป็นปัจจัยที่ส่งผลต่อระดับประสิทธิผลของโรงเรียน (Ytot) โดยสามารถร่วมกันทำนายได้ร้อยละ 52.70 อย่างมีนัยสำคัญทางสถิติที่ระดับ .05 สมการวิเคราะห์การถดถอย คือ Y ̂_tot = 1.20 + 0.22 (X6) + 0.15 (X5) + 0.13 (X7) + 0.13 (X3) + 0.10 (X8)
ABSTRACT
The research aimed to: 1) study the level of school administrators' competencies; 2) study the level of school effectiveness; and 3) analyze the school administrators' competencies affecting school effectiveness. The samples were 341 teacher civil servants in schools under the Secondary Educational Service Area Office 10, derived by proportional stratified random sampling. The research instrument was a questionnaire constructed by the researcher with the content validity between 0.67-1.00, and the internal coefficients were 0.97 for school administrators' competencies and 0.95 for school effectiveness. Data were analyzed with percentage, mean, standard deviation, and stepwise multiple regression.
The findings of this research were as follows:
1) Overall and in specific aspects, school administrators' competencies were at a high level. These aspects were achievement motivation, service mind, self-development, teamwork, analytical and synthetic thinking, communication and motivation, personnel development, and visioning.
2) Overall and in specific aspects, the school effectiveness of was at the high level. These aspects were students with high learning achievement, effective resource allocation, creating teachers’ job satisfaction, and capabilities to gain environmental adaptability.
3) School administrators' competencies in aspects of communication and motivation (X6), analytical and synthetic thinking (X5), personnel development (X7), self-development (X3), and visioning (X8) together predicted the level of school effectiveness (Y ̂_tot) at the percentage of 52.70 with statistical significance level of .05. The regression equation was Y ̂_tot = 1.20 + 0.22 (X6) + 0.15 (X5) + 0.13 (X7) + 0.13 (X3) + 0.10 (X8).
