คุณลักษณะของผู้บริหารสถานศึกษาที่ส่งผลต่อประสิทธิผลของโรงเรียน สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรสาคร

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับคุณลักษณะของผู้บริหารสถานศึกษา 2) ศึกษาระดับประสิทธิผลของโรงเรียน และ 3) วิเคราะห์คุณลักษณะของผู้บริหารสถานศึกษาซึ่งเป็นปัจจัยที่ส่งผลต่อประสิทธิผลของโรงเรียน กลุ่มตัวอย่าง ได้แก่ ครูในโรงเรียนของรัฐ สังกัดสำนักงานเขตพื้นที่การศึกษาประถมศึกษาสมุทรสาคร จำนวน 317 คน ได้มา โดยใช้วิธีการสุ่มตัวอย่างแบบแบ่งชั้นตามสัดส่วน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามที่สร้างขึ้นโดยผู้วิจัย มีค่าความตรงด้านเนื้อหาระหว่าง 0.67 ถึง 1.00 มีค่าความเที่ยงของแบบสอบถาม ด้านคุณลักษณะของผู้บริหารสถานศึกษาเท่ากับ 0.98 และประสิทธิผลของโรงเรียนเท่ากับ 0.97 วิเคราะห์ข้อมูลโดยหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และการถดถอยพหุคูณแบบขั้นตอน
ผลการวิจัยพบว่า
1. คุณลักษณะของผู้บริหารสถานศึกษาอยู่ในระดับมากทั้งภาพรวมและรายด้าน ประกอบด้วย ความกระตือรือร้น ความเชื่อมั่นในตนเอง ความกล้าในการตัดสินใจ ความรู้ความสามารถ และความซื่อสัตย์
2. ประสิทธิผลของโรงเรียนอยู่ในระดับมากทั้งภาพรวมและรายด้าน ประกอบด้วย ความสามารถในการผลิตนักเรียนที่มีผลสัมฤทธิ์ทางการเรียนสูง ความสามารถในการพัฒนาให้นักเรียนมีทัศนคติทางบวก ความสามารถในการปรับเปลี่ยนและพัฒนาโรงเรียน และความสามารถแก้ปัญหาภายในโรงเรียน
3. คุณลักษณะของผู้บริหารสถานศึกษา ประกอบด้วย ความกล้าในการตัดสินใจ (X1) ความรู้ความสามารถ (X3) ความกระตือรือร้น (X5) เป็นปัจจัยที่ส่งผลต่อประสิทธิผลของโรงเรียน (Ytot) โดยสามารถร่วมกันทำนายได้ร้อยละ 43.40 อย่างมีนัยสำคัญทางสถิติที่ระดับ.05 สมการวิเคราะห์การถดถอย คือ Y ̂_tot = 2.20 + 0.24 (X1) + 0.14 (X3) + 0.09 (X5)

ABSTRACT
The research aimed to: 1) study the level of characteristics of school administrators; 2) study the level of schools’ effectiveness; and 3) analyze the characteristics of school administrators affecting schools’ effectiveness. The samples were 317 teachers in schools under the Samut Sakhon Primary Education Service Area Office, derived by proportional stratified random sampling. The research instrument was a questionnaire constructed by the researcher with the content validity between 0.67-1.00, and the reliability of questionnaires in aspects of characteristics of school administrators equal to 0.98 and schools’ effectiveness equal to 0.97. Data were analyzed with percentage, mean, standard deviation, and stepwise multiple regression.
The findings of this research were as follows:
1. Overall and in specific aspects, characteristics of school administrators were at a high level. These aspects were enthusiasm, self-confidence, decisiveness, knowledge and ability, and honesty.
2. Overall and in specific aspects, the effectiveness of schools was at the high level. These aspects were ability to produce students potentially achieving the desired learning outcomes at a higher level, ability to generate more positive student attitudes, ability to enhance school adaptation and tackling internal problems of schools.
3. Characteristics of school administrators in aspects of decisiveness (X1), knowledge and ability (X3), and enthusiasm (X5), together predicted the effectiveness of schools (Ytot) at the percentage of 43.40 with statistical significance level of .05 The regression equation was Y ̂_tot = 2.20 + 0.24 (X1) + 0.14 (X3) + 0.19 (X5).
