การมีส่วนร่วมของบุคลากรที่ส่งผลต่อการดำเนินงานตามมาตรฐาน ศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดราชบุรี

บทคัดย่อ
การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการมีส่วนร่วมของบุคลากร 2) ศึกษาระดับการดำเนินงานตามมาตรฐานศูนย์พัฒนาเด็กเล็ก และ 3) วิเคราะห์การมีส่วนร่วมของบุคลากรซึ่งเป็น ปัจจัยที่ส่งผลต่อการดำเนินงานตามมาตรฐานศูนย์พัฒนาเด็กเล็ก กลุ่มตัวอย่าง ได้แก่ บุคลากร ของศูนย์พัฒนาเด็กเล็ก สังกัดองค์กรปกครองส่วนท้องถิ่น จังหวัดราชบุรี จำนวน 254 คน ได้มาโดย การสุ่มแบบแบ่งชั้นตามสัดส่วนกระจายตามอำเภอ เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถาม ที่สร้างขึ้นโดยผู้วิจัย วิเคราะห์ข้อมูลโดยการหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ การถดถอยพหุคูณแบบขั้นตอน
ผลการวิจัยพบว่า
1. การมีส่วนร่วมของบุคลากรของศูนย์พัฒนาเด็กเล็ก อยู่ในระดับมากทั้งภาพรวมและ รายด้าน เรียงลำดับจากมากไปน้อย ดังนี้ การมีส่วนร่วมในวางแผนงาน การมีส่วนร่วมในการดำเนินงาน การมีส่วนร่วมในการติดตามประเมินผล การมีส่วนร่วมในการตัดสินใจ และการมีส่วนร่วมใน การรับผลประโยชน์
2. การดำเนินงานตามมาตรฐานศูนย์พัฒนาเด็กเล็ก อยู่ในระดับมากทั้งภาพรวมและ รายด้าน เรียงลำดับจากมากไปน้อย ดังนี้ วิชาการและกิจกรรมตามหลักสูตร บุคลากร การบริหารจัดการศูนย์พัฒนาเด็กเล็ก อาคาร สถานที่ สิ่งแวดล้อมและความปลอดภัย การส่งเสริมเครือข่าย การพัฒนาเด็กปฐมวัย และการมีส่วนร่วมและการสนับสนุนจากทุกภาคส่วน
3. การมีส่วนร่วมของบุคลากร ประกอบด้วย การมีส่วนร่วมในการรับผลประโยชน์และการมี ส่วนร่วมในการวางแผนงาน เป็นปัจจัยที่ส่งผลต่อการดำเนินงานตามมาตรฐานศูนย์พัฒนาเด็กเล็ก โดยสามารถร่วมกันทำนายได้ร้อยละ 42.40 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01

ABSTRACT
This research aimed to: 1) study the level of personnel participation; 2) identify the level of operating standards of the child development centers; and 3) analyze personnel participation affecting operating standards of child development centers. Research sample was 254 personnel of child development centers under Local Administrative Organizations in Ratchaburi Province, derived by proportional stratified random sampling distributed by district. Research instrument was a questionnaire constructed by the researcher. Data were analyzed with percentage, mean, standard deviation, and stepwise multiple regression.
The findings of this research were as follows:
1. Overall and in specific aspects, personnel participation of child development centers was at a high level. These aspects, ranked from the highest to the lowest, were as follows: planning, implementation, evaluation, decision making, and beneficiaries.
2. Overall and in specific aspects, operating standards of child development centers was at a high level. These aspects, ranked from the highest to the lowest, were as follows: academic and curriculum-based activities; personnel; management of child development centers; buildings, ground, environment and safety; promotion of early childhood development networks; including participation and support from all parties and sectors in the community.
3. Personnel participation in the aspects of beneficiaries and planning together predicted operating standards of child development centers at the percentage of 42.40 with statistical significance at .01.
