การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อ 1) ศึกษาระดับการบริหารโดยใช้โรงเรียนเป็นฐาน 2) ศึกษาระดับประสิทธิผลของโรงเรียน และ 3) วิเคราะห์การบริหารโดยใช้โรงเรียนเป็นฐานซึ่งเป็นปัจจัยที่ ส่งผลต่อประสิทธิผลของโรงเรียน กลุ่มตัวอย่าง คือ ผู้บริหารสถานศึกษาและครูในโรงเรียน สังกัด สำนักงานเขตพื้นที่การศึกษาประถมศึกษาราชบุรี เขต 2 จำนวน 310 คน ได้มาโดยใช้วิธีการสุ่มตัวอย่าง แบบแบ่งชั้นตามสัดส่วนกระจายตามขนาดของโรงเรียน เครื่องมือที่ใช้ในการวิจัย คือ แบบสอบถาม ที่สร้างขึ้นโดยผู้วิจัย วิเคราะห์ข้อมูลโดยการหาค่าร้อยละ ค่าเฉลี่ย ส่วนเบี่ยงเบนมาตรฐาน และ การถดถอยพหุคูณแบบขั้นตอน
ผลการวิจัยพบว่า
1. การบริหารโดยใช้โรงเรียนเป็นฐานอยู่ในระดับมากทั้งภาพรวมและรายด้าน เรียงลำดับ จากมากไปน้อย ดังนี้ การกระจายอำนาจ การตรวจสอบถ่วงดุล การบริหารตนเอง และการมีส่วนร่วม
2. ประสิทธิผลของโรงเรียนอยู่ในระดับมากทั้งภาพรวมและรายด้าน เรียงลำดับจากมาก ไปน้อย ดังนี้ การธำรงรักษาแบบแผนทางวัฒนธรรม การปรับตัว การบรรลุเป้าหมาย และการบูรณาการ
3. การบริหารโดยใช้โรงเรียนเป็นฐาน ได้แก่ การบริหารตนเอง การตรวจสอบถ่วงดุล และ การกระจายอำนาจเป็นปัจจัยที่ส่งผลต่อประสิทธิผลของโรงเรียน โดยสามารถร่วมกันทำนายได้ ร้อยละ 77.30 อย่างมีนัยสำคัญทางสถิติที่ระดับ .01
ABSTRACT
This research aimed to: 1) study the level of school based management; 2) identify the level of school effectiveness; and 3) analyze school based management affecting school effectiveness. The research sample, derived by proportional stratified random sampling distributed by school size, was 310 administrators and teachers of schools under Ratchaburi Primary Educational Service Area Office 2. The research instrument was a questionnaire constructed by the researcher. Data were analyzed with percentage, mean, standard deviation, and stepwise multiple regression analysis.
The findings of this research were as follows:
1. Overall and in specific aspects, the school based management was at a high level. These aspects, ranked from the highest to the lowest, were as follows: decentralization, check and balance, self-management, and participation.
2. Overall and in specific aspects, the school effectiveness was at a high level. These aspects, ranked from the highest to the lowest, were as follows: traditional culture maintenance, adaptation, goal attainment, and integration.
3. School based management in the aspects of self-management, check and balance, and decentralization together predicted school effectiveness at the percentage of 77.30 with statistical significance at .01.
