การวิจัยครั้งนี้มีวัตถุประสงค์เพื่อศึกษา 1) ความเข้าใจระเบียบกระทรวงมหาดไทยว่าด้วย ข้อบังคับการประชุมสภาท้องถิ่น พ.ศ.2547 ใน 6 ด้าน ได้แก่ ด้านการประชุม ด้านญัตติ ด้านการอภิปราย ด้านการลงมติ ด้านกระทู้ถาม และด้านการรักษาระเบียบและความสงบเรียบร้อย และ 2) เสนอแนะแนวทางพัฒนาและเสริมสร้างความเข้าใจระเบียบกระทรวงมหาดไทยว่าด้วย การประชุมสภาท้องถิ่น พ.ศ. 2547 ประชากรที่ใช้ศึกษาคือ ผู้บริหารและสมาชิกสภาองค์การบริหาร ส่วนตำบลบัวปากท่า อำเภอบางเลน จังหวัดนครปฐม จำนวน 23 คน เครื่องมือที่ใช้ในการวิจัย ได้แก่ แบบสอบถามที่สร้างขึ้นโดยผู้วิจัย และผ่านการพิจารณาจากผู้เชี่ยวชาญ เพื่อตรวจสอบ ความเที่ยงเชิงเนื้อหา สถิติที่ใช้ในการวิเคราะห์ข้อมูล ได้แก่ ร้อยละ ค่าเฉลี่ยและส่วนเบี่ยงเบน มาตรฐาน
ผลการวิจัยพบว่า
1. ความเข้าใจระเบียบกระทรวงมหาดไทยว่าด้วยข้อบังคับการประชุมสภาท้องถิ่น พ.ศ. 2547 ของผู้บริหารและสมาชิกสภาองค์การบริหารส่วนตำบลบัวปากท่า อยู่ในระดับมากที่สุด 2 ด้าน ได้แก่ ด้านการลงมติ และด้านญัตติ นอกนั้นอยู่ในระดับมาก เรียงตามลำดับดังนี้ ด้านการอภิปราย ด้านกระทู้ถาม ด้านการประชุม และด้านการรักษาระเบียบและความสงบเรียบร้อย
2. หน่วยงานควรพัฒนาและเสริมสร้างความเข้าใจใน 4 ด้าน ได้แก่ ด้านการอภิปราย ด้านกระทู้ถาม ด้านการประชุม และด้านการรักษาระเบียบและความสงบเรียบร้อย ให้เพิ่มมากขึ้น ซึ่งอาจส่งเสริมด้านความรู้พื้นฐานและหลักการที่เกี่ยวกับข้อบังคับการประชุมสภาท้องถิ่นโดยรัฐบาล ส่วนกลาง รวมทั้งการสนับสนุนจากผู้บริหารท้องถิ่น โดยให้โอกาสสมาชิกสภาได้ฝึกฝนร่วมกัน อย่างสม่ำเสมอ และสมาชิกสภาทุกคนควรได้ศึกษาเรียนรู้ กรณีศึกษาที่เกิดขึ้นในท้องถิ่นต่าง ๆ เพื่อการปรับปรุงและพัฒนาให้สามารถทำหน้าที่ร่วมกันได้อย่างมีประสิทธิภาพ และเกิดประโยชน์ แก่ประชาชนในท้องถิ่นมากที่สุด
ABSTRACT
The purposes of this research were to: 1) study the understanding in Regulation of Ministry of Interior about Rules of Local Council Conference 2004 in six aspects. These aspects were conference, motion, disputation, voting, questioning, and maintaining discipline. 2) Propose development approach to enhance the understanding in Regulation of Ministry of Interior about Rules of Local Council Conference 2004. The research population was 23 administrators and council members in Buaphaktha Sub-district Administrative Organization in Banglen District, Nakhon Pathom Province. The research instrument was a questionnaire constructed by the researcher. It was verified by experts to examine content validity by finding the index of item-objective congruence. The statistics used for data analysis comprised percentage, mean, and standard deviation.
The findings of this researchwere as follows:
1. The understanding in Regulation of Ministry of Interior about Rules of Local Council Conference 2004 of administrators and council members in Buaphaktha Sub-district Administrative Organization in Banglen District, Nakhon Pathom Province was at the highest level in 2 aspects: voting and motion aspect. The aspects with high level of understanding, in the descending order, were disputation, questioning, conference, and maintaining discipline.
2. The organization should improve and enhance the understanding in 4 aspects: disputation, questioning, conference, and maintaining discipline. To achieve this, basic knowledge and principles relating to local council conference should be provided by government agencies. Additionally, the local administrators should encourage council members in regular practices. Every council member should be educated on various local cases to improve work cooperation for utmost benefit of people in locality.
